Billboard advertising cheap tyres

Is it possible in your opinion that some people are reluctant to advertising. They act as if nothing worked on them. I know that it might sound a little bit strange but I suppose that this is the case in my city. All the citizens act as if commercials and other forms of advertising were not for them. They don^t care about it and usually they buy the same products all the time. They are simply not interested in new offers and stuff like that. I am sure that you won^t believe in it and that is why I have prepared a proof for you. I run a store selling cheap tyres and I have decided to create a billboard next to the store that would be advertising it. I thought that if people read about the fact that we have cheap tyres and that we are the only store in this city providing them with products of that kind, they will visit me and at least get interested in it. I was wrong. Since I have introduced this billboard our number of customers has not changed at all. Maybe it is because there is something wrong with this billboard. How do you think is that possible or not? I hope that you can provide me with an answer that would be helpful in this situation. How can I make them interested in our cheap tyres?
